Rosario aims to regain P’sinan’s fish trading center

BINMALEY - Mayor Simplicio Sammy Rosario of this town is now pushing for a local act that will tie up the local government and government lead agencies thru the Department of Environment and Natural Resources that will lead in having this municipality its official navigational map in preparation for regaining this town’s title as the Province first fish trading center during the early 1990’s.

He said that his several meetings with the Department of Environment regional office base in San Fernando City La Union has come up in the drafting of a Memorandum of Agreement that will entice the local residents who are living in the coastal Barangays and the officials of this town in working hand-in-hand in making sure that the coastline of this municipality will be taken care of.

“I am happy to say now that pasabing structures was totally demolished and we are now only awaiting for the finalization of the Memorandum of Agreement that will identify the role of the local government and its stake holders in taking care of the coastal areas “ he said.

In a recent meeting with the Department of Environment Natural Resources headed by Region 1 Director Cora Davis the agreement now being finalized is expected to help this municipality the Province’s largest aqua cosignation(wholeseller) center for Bangus, Hito, Malaga and prawn industry.

Rosario said, that this is in line with the priority program of the local government in the creation of its coastal eco-tourism site that will separate the areas along the coastal lines which needs to be taken care of and the site for commercial aqua-culture industry in order to support the development of its own commercial fish center which will again be a venue of expanded commercial investment site.

He added that the fish center is expected to be in its soft operation in next year’s first three months of next year while the commercial center site that will be open to cater other business venue like restaurants, coffee shops and other related bay type commercialization will be open in the midst of the 2010.

Pasabing or fishtrap for marginal fishermen along the coastal waters will also be regulated thru a by permit system making sure that this fish trap will just be for a personal consumption and not for commercial fishing trap.

It will be recalled that the municipality has permanently banned fish pen in its estuaries following a two year moratorium in the construction of fish pens in 2007 establishing the Bureau of Fisheries and Aquatic Resources satellite stations in the rivers that monitored water quality that set this town’s oyster farm.
